Brazil Grid Connection Capacity for Battery Storage Exceeds Needs Through 2030

Brazil's grid has about 56 GW of connection headroom for battery storage, far exceeding projected power shortfalls through 2030.

Brazil has sufficient grid connection capacity for battery storage projects to meet future power requirements through 2030. The national grid operator has identified about 56 gigawatts of remaining connection capacity for battery energy storage systems participating in upcoming capacity reserve auctions.

This estimated headroom is 5.6 to 12.5 times the projected power shortfall for the period from 2028 to 2030, which ranges from 4.5 GW to 10 GW. Fabio Lima, the executive director of the Brazilian Association of Energy Storage Systems (Absae), confirmed the scale of the available network. He stated, "the network has about 56 GW of available capacity, well above the power requirement it estimates for coming years."

Strategic Substation Allocation

Preferential treatment for key substations creates concentrated connection headroom in specific regions. At the 129 substations designated for preferential treatment under MME Ordinance No. 136/2026, aggregate connection headroom reaches about 13.7 GW. Of these, 93 substations have available capacity.

The available capacity is concentrated mainly in the northeastern states of Bahia, Piauí, and Ceará, as well as northern Minas Gerais. Individual blocks of capacity at these strategic points can reach up to about 3.7 GW. Connection headroom at non-preferred substations across the wider grid adds another 36 GW to the total.

Project Pipeline and Auction Context

Brazil’s Energy Research Office (EPE) has received a massive wave of interest for the upcoming auctions. Registrations for 6,091 projects have been submitted, totaling 296.8 GW of proposed capacity. Absae expects the number of eligible projects to remain significantly higher than the amount of capacity that will ultimately be contracted.

The technical note measuring this grid capacity was published on September 30. It assesses the remaining capacity at different points on the grid for storage systems that may participate in the Capacity Reserve Auctions scheduled for December 2 and 4. Connection availability is a formal criterion used when projects are ranked by substation, subarea, and area under the auction rules.

Regional Distribution Benefits

Headroom distribution across regions reduces risk of grid constraints for auction participants. Absae said the spread of connection capacity across different geographical areas lowers the risk of widespread grid connection constraints for projects competing in the auctions. This distribution helps ensure that bidding remains competitive.

Substations designated as strategic receive a 10% bonus in their ranking price, providing a financial incentive for developers to connect in these areas. Adherence to the auction schedule demonstrates the sector’s commitment to meeting the deadlines. The large number of registered projects should make price the main differentiator between bids, a dynamic expected to benefit consumers. The December 2 and 4 Capacity Reserve Auctions will determine which projects secure connection rights despite the surplus capacity.
